Step-by-Step Guide: How to Get Your Own Trucking Authority

STEP 1: Form Your Business
Set up a legal business entity to operate under.
- Choose a name (matching your DOT filings)
- Register as an LLC, Corporation, or Sole Proprietor
- Get an EIN (Employer Identification Number) from the IRS
TIP: Make sure your business name matches your FMCSA registration exactly.
STEP 2: Apply for Your DOT & MC Numbers
Register with the FMCSA to become a licensed carrier.
- Go to: https://www.fmcsa.dot.gov
- File an OP-1 application to get your:
- USDOT Number (tracks safety records)
- MC Number (gives you authority to haul freight)
$300 filing fee is required
STEP 3: Set Up Your Truck Insurance
Before the FMCSA activates your authority, they must receive proof of coverage.
You’ll need:
- Primary Liability Insurance ($750K–$1M)
- Cargo Insurance (usually $100K+)
- Optional: Physical Damage, Bobtail/NTL, General Liability

STEP 4: File a BOC-3 (Process Agent Form)
This assigns a legal representative in each state where you operate.
- A BOC-3 must be filed by a third-party process agent

STEP 5: Register for UCR (Unified Carrier Registration)
If you cross state lines, you need to pay UCR fees annually.

- Fees depend on the number of trucks you operate
STEP 6: Get IRP & IFTA if Operating Interstate
Register your vehicle for multi-state travel:
- IRP (International Registration Plan) – for apportioned plates
- IFTA (International Fuel Tax Agreement) – fuel tax reporting
Apply through your state’s DMV or motor carrier division (Texas: TxDMV)
STEP 7: Enroll in a Drug & Alcohol Testing Program
FMCSA requires enrollment in a DOT-compliant program if you’re operating CDL vehicles.
- Required for all CDL drivers operating under your authority
STEP 8: Get a DOT-Compliant ELD
You must have an Electronic Logging Device to track hours of service unless you qualify for an exemption.
STEP 9: Activate Your Authority
Once insurance is filed and your BOC-3 is submitted:
- FMCSA will grant your authority (can take 20–30 days)
- You’ll receive an active MC number and be eligible to haul freight
STEP 10: Get Load Ready
Now you’re set to start booking freight!
- Sign up for load boards like DAT or TruckStop
- Build broker relationships (many require COIs, W-9, etc.)
- Maintain records, renew UCR annually, and stay DOT compliant
